Water drips from the ceiling for four main reasons in Singapore homes: failed waterproofing in the unit above (most common in bathrooms, kitchens, balconies), burst or leaking water supply pipes inside the slab, condensation from poorly insulated aircon piping, and roof leaks for top-floor units. Drips after rain point to roof or external wall sources; constant drips suggest an internal pipe.
Ceiling leaks in HDB flats are fixed jointly by the upper-floor and lower-floor owners. Under HDB’s Goodwill Repair Assistance (GRA) scheme, HDB co-pays 50 percent of the repair cost and the two owners split the remaining 50 percent equally, with each owner’s share capped at $300 per repair location. Top-floor units with leaks from the building roof should report to the Town Council, since the roof is HDB common property.
A leak from the unit above is constant or follows the upstairs neighbour’s water usage (showers, taps, washing machine cycles), with stains usually appearing under wet areas like bathrooms or kitchens. A leak from the roof appears only after heavy rain, dries within 24 to 48 hours, and affects only top-floor flats. Roof leaks fall under Town Council responsibility for HDB blocks.
Most standard home insurance policies in Singapore do not cover gradual ceiling leaks from the upstairs unit because slow water seepage is classified as wear and tear, which is excluded. Sudden water escape such as a burst pipe may be covered under contents or liability sections, depending on the policy. The HDB Fire Insurance Scheme covers fire damage only, not water leaks.
Ceiling leak repair time depends on the source. A surface ceiling patch and repaint takes 1 to 2 days. PU grouting injection through the slab takes 1 to 2 days plus 24 to 48 hours of curing. Full bathroom waterproofing rectification on the unit above takes 5 to 7 working days.
If your upstairs neighbour refuses to fix a ceiling leak in an HDB flat, escalate in three steps: contact HDB or the Town Council to request mediation, approach grassroots leaders or the Grassroots Adviser of your estate, and as a last resort file with the Community Disputes Resolution Tribunal (CDRT). For condos, file a dispute under the Building (Strata Management) Act with the Strata Titles Boards.
